President Museveni Urges African Leaders to Prioritize Development Investments

By Alibawa saire

In a recent gathering of African leaders, President Museveni of Uganda delivered a compelling message urging his counterparts to rethink development strategies and prioritize crucial investments. Addressing the challenges hindering Africa’s growth, President Museveni emphasized the need for targeted funding in key sectors such as transportation, electricity, raw material processing, and import substitution.

Highlighting the disconnect between funded initiatives and actual growth drivers, President Museveni questioned the effectiveness of funding seminars and capacity-building programs without addressing fundamental economic infrastructure and development needs. He called for a shift in focus towards investments that directly contribute to Africa’s sustainable growth and economic empowerment.

President Museveni’s candid remarks drew attention to the disparity between Africa’s population growth and its economic stagnation. He challenged the International Development Association (IDA) and other funding bodies to reassess their priorities, questioning the support for initiatives that perpetuate what he termed as “modern slavery” for Africans.

One of the key issues raised by President Museveni is Africa’s trade imbalance, where the continent often produces goods it does not consume while importing products it could manufacture locally. This imbalance not only hampers economic self-sufficiency but also perpetuates dependency on external markets.

The call for investing in essential infrastructure like transport systems and electricity resonates with the urgent need to enhance intra-African trade, boost industrialization, and create opportunities for job creation and economic growth. By addressing these core challenges, African nations can unlock their full potential and chart a path towards sustainable development.

President Museveni’s message serves as a wake-up call for African leaders to reevaluate their development agendas, prioritize strategic investments, and collaborate effectively to drive meaningful change across the continent. As Africa’s population continues to grow, proactive measures to spur economic development and foster self-reliance are imperative for building resilient and prosperous societies.

UK Imposes Sanctions on Ugandan Politicians Over Corruption Charges

By Alibawa saire

In a significant move highlighting its commitment to combating corruption globally, the United Kingdom has imposed sanctions on high-profile Ugandan politicians, including the Speaker of Parliament. This action comes in response to corruption charges related to the misappropriation of resources intended for Uganda’s poorest communities, particularly in the Karamoja region.

The individuals targeted by these sanctions, Mary Goretti Kitutu and Agnes Nandutu, who were former ministers responsible for Karamoja affairs, are accused of diverting resources from a government-funded project aimed at providing essential infrastructure to vulnerable communities. Instead of aiding those in need, they allegedly channeled these resources to influential politicians and their families.

Anita Annet Among, the Speaker of the Parliament of Uganda, is implicated in benefiting from the proceeds of these corrupt activities. This move marks the first time the UK government has utilized the Global Anti-Corruption Sanctions regime specifically against individuals involved in corruption within Uganda.

The sanctions, which include travel bans and asset freezes, serve as a stern warning against corrupt practices. They signify the UK’s determination to hold accountable those who exploit their positions for personal gain, especially at the expense of marginalized communities.

The Deputy Foreign Secretary, Andrew Mitchell, emphasized the severity of these actions, denouncing them as “corruption at its worst” and affirming that such behavior has no place in society. He commended the efforts of Ugandan courts in addressing corruption and stressed that those responsible will face consequences for their actions.

These measures are part of a broader initiative by the UK government to combat serious corruption globally. The Global Anti-Corruption sanctions regime has been instrumental in targeting individuals involved in corruption cases across various countries, including Bulgaria, Lebanon, Moldova, Russia, South Africa, South Sudan, and Venezuela.

The implementation of asset freezes and travel bans underscores the UK’s commitment to preventing individuals and entities from benefiting or facilitating serious corruption. By imposing these sanctions, the UK aims to send a clear message that corruption carries significant consequences, regardless of one’s position or influence.

The UK’s decisive action against corruption reaffirms its stance as a global leader in promoting transparency, accountability, and ethical governance. This move also underscores the importance of international cooperation in combating corruption and fostering a fair and just society for all.

Uganda Prepares for Digital Census with MTN and AIRTEL Telecom Partnerships.

By Alibawa saire

The Uganda Bureau of Statistics (UBOS) is gearing up for a groundbreaking digital national census with strategic partnerships with telecom giants MTN Uganda and Airtel. With just over a week until the census kicks off, UBOS is focused on ensuring a seamless process for collecting and transmitting census data, especially in areas with limited internet connectivity.

Chris Mukiza, the Chief Executive of UBOS, highlighted the importance of these partnerships in providing enhanced internet coverage. “Our goal is to eliminate disruptions in data collection and transmission,” Mukiza stated. To achieve this, telecoms have supplied significantly boosted SIM cards and Access Point Name (APN) devices for each census iPad, guaranteeing improved internet reception.

Mukiza elaborated on the technical advancements, stating, “The APN devices will enable us to access the internet even in the most remote areas. With bandwidth widened by 8 times, enumerators can relay information in real-time.” This technological boost ensures that data collection remains uninterrupted, even in challenging geographical locations.

UBOS also unveiled additional measures to tackle areas without internet access. Mukiza explained that in such areas, enumerators will capture data but transmit it later in the day when they reach locations with better connectivity. This adaptive approach ensures data accuracy without compromising on timeliness.

One notable challenge mentioned by Mukiza is in regions like Karamoja, relying on Safaricom from Kenya for internet access. To circumvent this, UBOS has empowered supervisors with Bluetooth-enabled devices to receive data directly from enumerators. These supervisors can then travel to areas with stronger Ugandan network signals for seamless data transmission.

Mukiza expressed confidence in UBOS’s readiness for the digital census, describing it as an exciting new experience. “We are well-prepared for this exercise and anticipate a seamless process,” he concluded. With these innovative strategies and partnerships in place, Uganda is poised for a successful transition to digital census operations, marking a significant milestone in data collection methodology.

A Beacon of Hope: Zambia and Uganda Collaborate to Tackle Food Crisis.

By ALIBAWA SAIRE

In a bid to alleviate the dire food crisis exacerbated by a prolonged dry spell, Zambia is exploring a potential lifeline from Uganda, seeking a substantial supply of over 500,000 metric tonnes of maize. This move comes as Zambia faces the grim reality of depleted reserves, leaving over two million people on the brink of starvation.

The crisis in Zambia prompted Lusaka to impose a ban on the export of maize grain and flour back in February. This measure was a response to the devastating impact of the prolonged dry spell, which significantly hampered maize production in 84 out of the country’s 116 districts.

Uganda, known for its agricultural prowess, has emerged as a crucial partner in addressing Zambia’s urgent food needs. The Ministry of Agriculture, Animal Industry, and Fisheries in Uganda confirmed that they have received a formal request from Lusaka, expressing interest in procuring up to 500,000 metric tonnes of maize.

David Kasura-Kyomukama, the Permanent Secretary of Uganda’s Ministry of Agriculture, Animal Industry, and Fisheries, highlighted the significance of this collaboration. In a letter dated March 25, 2024, he outlined the requirements and emphasized the need for quality and sufficient volumes to ensure the successful export of maize to Zambia.

“The Government of Uganda has received an expression of interest for up to 500,000 MT of maize grain to be exported to Zambia. This has certain requirements including quality and available volumes to enable us to meet the export successfully,” stated Mr. Kasura-Kyomukama in the correspondence.

To facilitate this critical humanitarian effort, stakeholders from both Uganda and Zambia are set to convene in a stakeholders meeting. The objective of this gathering is to discuss the process, requirements, and logistics necessary to fulfill Zambia’s urgent need for maize.

This collaboration underscores the importance of regional partnerships in addressing food security challenges during times of crisis. It reflects a collective commitment to leveraging agricultural capabilities across borders to ensure that vulnerable populations receive the sustenance they desperately require.

As discussions progress and efforts are made to fulfill Zambia’s request, the hope is that this partnership will not only provide immediate relief but also pave the way for sustained cooperation in tackling food insecurity across the region.

Renewed Concerns Over Abductions Targeting Opposition Supporters in Uganda.

By Alibawa saire

The recent abduction of Mumbya Hussein, a supporter of the National Unity Platform (NUP) in Uganda, has sparked renewed concerns over the safety and security of political activists and opposition members in the country. The incident, which occurred last Saturday in Jinja City near the taxi park, highlights the escalating tensions and challenges facing individuals perceived to be affiliated with opposition groups.

According to reports, Mumbya Hussein was forcefully taken by heavily armed men in a disturbingly bold manner, leaving his family and loved ones in a state of shock and anguish. The use of a drone, bearing registration number UAL 748K, to carry out the abduction adds another dimension of concern to this alarming incident.

Efforts to locate Mumbya Hussein have been met with obstacles, with his whereabouts only recently confirmed to be at a military facility in Bombo. This revelation has stirred outrage among many, with calls for immediate action to ensure his safety and well-being.

Lewis Rubongoya, the Secretary-General of the National Unity Platform (NUP), expressed deep concern over the incident, condemning the lawlessness and arbitrary actions targeting opposition supporters. He acknowledged the efforts of leaders who are actively pursuing the matter, emphasizing the urgent need for accountability and justice.

This latest incident is part of a troubling pattern of abductions and harassment directed towards individuals associated with opposition parties and civil society organizations in Uganda. The use of force and intimidation tactics to silence dissenting voices undermines the principles of democracy, freedom of expression, and human rights.

The international community and people of good conscience are urged to condemn such acts of repression and advocate for the release of Mumbya Hussein and others who may be unlawfully detained. The protection of political activists, human rights defenders, and all citizens must be upheld, regardless of their affiliations or beliefs.

As Uganda navigates its political landscape, it is imperative that the rule of law, respect for human rights, and inclusive dialogue prevail. The targeting of individuals based on their political views or affiliations only serves to deepen divisions and undermine the democratic process.

The case of Mumbya Hussein serves as a stark reminder of the challenges facing those who dare to speak out and engage in political activism in Uganda. It is a call to action for all stakeholders to uphold the principles of democracy, justice, and respect for human dignity.
