This phenomenon, as Enanga highlighted, not only undermines the integrity of law enforcement but also poses significant risks to public safety. The deliberate imitation of police attire by unauthorized individuals creates confusion and erodes trust in legitimate law enforcement efforts.

Amidst these challenges, the Uganda Police has intensified its efforts to combat crime and maintain order. Enanga reported on several successful operations conducted in the Rwizi region, resulting in the arrest of five notorious suspects involved in various criminal activities. These arrests were made possible through meticulous intelligence gathering and strategic law enforcement initiatives.

However, the fight against crime faces additional hurdles. Enanga revealed that Kampala Police are currently on high alert for gangs of thugs wearing uniforms similar to those of the anti-terrorism unit, even going as far as donning police ranks to deceive the public. He identified some members of the NUP (National Unity Platform) as being involved in this illicit practice.

Traders Reopen Shops After Meeting with President Museveni, EFRIS Suspended: Progress Amid Lingering Concerns.

After days of protests and discussions with President Yoweri Museveni, traders have taken a significant step by reopening their shops, signaling a move towards normalizing economic activities in Uganda. This decision follows an agreement reached during a meeting held at State House Entebbe, where President Museveni addressed the concerns raised by the traders.

One of the key outcomes of the meeting was President Museveni’s immediate suspension of the Electronic Fiscal Receipting and Invoicing Solution (EFRIS). This move comes in response to the traders’ grievances regarding the challenges they face with EFRIS, a system introduced by the Uganda Revenue Authority (URA) to streamline tax collection processes.

During the meeting, traders from Kampala and other districts expressed several issues that were hindering their businesses:

High Tax on Textiles. Traders highlighted the burden of high taxes calculated based on kilograms, particularly impacting the textile sector.

Unfair Competition. They also raised concerns about manufacturers engaging in wholesale and retail activities, leaving little room for traders to operate fairly.

Challenges with EFRIS. Many traders found EFRIS unsuitable for their operations and faced penalties for non-compliance, adding to their financial burdens.

VAT Threshold. The traders advocated for an increase in the Value Added Tax (VAT) threshold, currently set at an annual turnover of Shs 150 million, to ease tax burdens.

In response to these concerns, President Museveni assured the traders of his commitment to address their issues comprehensively. He pledged to conduct further research and consult with experts before a follow-up meeting scheduled for 7th May 2024 at Kololo.

In the interim, President Museveni directed URA to suspend penalties related to EFRIS and refrain from recovering any penalties already issued. However, he emphasized that taxpayers must continue to fulfill their tax obligations during this period.
