Using satire and humour to evoke better service delivery.

BY. ALIBAWA SAIRE.

Although satire is usually meant to be humorous, its greater purpose is often constructive social criticism, using wit to draw attention to both particular and wider issues in society.  In which vices, follies, abuses, and shortcomings are held up to ridicule, often with the intent of exposing or shaming the perceived flaws of individuals, corporations, government, or society itself into improvement.

The rules of satire are such that ” it must do more than make you laugh. No matter how amusing it is, it doesn’t count unless you find yourself wincing a little even as you chuckle”

Humor and satire can be employed to reach various objectives in support of your cause, such as attracting attention and interest from the public and media, breaking the ice with supporters and allies, reducing fear and anxiety among participants and potential recruits, creating a positive and enjoyable atmosphere for events and campaigns, disarming and mocking opponents and their arguments, exposing the absurdity of the dominant system and its institutions, and inspiring hope for change and alternatives.

Humor and satire can be utilized to make a point, deliver a message, and provoke a reaction. When using these techniques, it’s important to consider your audience, purpose, tone, and format. For instance, who are you trying to reach and influence? What do they care about? What do you want to achieve with your humor and satire? Do you want to use words, images, sounds, or actions? Additionally, how do you want to express your humor and satire – subtly or blatantly, friendly or hostile, witty or sarcastic, playful or serious? Answering these questions can help you create effective humor and satire that resonates with your audience.

The ongoing banana tree planting in potholes across the country only illustrates the dissatisfaction of the community who are burdened with paying heavy taxes and don’t receive proper services. In a city filled with potholes left, right, and centre. Spending lots of hours maneuvering through the city and putting drivers in a spot to exercise their driving skills by dodging potholes, is not what an obliging taxpayer can expect. Therefore Planting banana trees in the potholes only makes it visible and a reminder to the government to fully follow its mandatory obligations not only for the speaker’s convention but for the good of the nation.

Let’s not forget, that when the popular inventor of the exhibition challenge, Dr Jimmy Spire Ssentongo orchestrated the rouges and impunities in different sectors, at least there was an overhaul and improvement in some sectors like roads, health, etc..

Improving a few parts around Munyonyo and Serena for the NAM and G-77 summits only gives the community the enthusiasm to depict more satirical illustrations. While these banana planting brings a smile to people’s faces, they also highlight the absurdity of the situation. People love to see all parts of the city convenient for the community after all Its their money and indeed have to be kept in the know of how their money is spent.

In a televised interview with NTV’s Patrick Kamara, on 18th Jan 2024, The Ugandan prime minister, the Rt. Hon Robinah Nabbanja refuted claims that the city is in a bad state and seems not to see these potholes, perhaps because she travels in posh cars. However literally to our understanding and viewing, besides the NAM and G-77 summit, the city pothole needs urgent attention as evidenced by your selves. Nevertheless, the satirical illustrations wouldn’t be happening if the city was in good shape.

Let’s embrace satire and humour, together if we do so, we shall end up with our thoughts and ideas recognised. The responsible and those in Power will feel the urge to exhibit their mandatory responsibilities.

Seven Parish Development Model Leaders Arrested in Namutumba Over Theft of UGX 50 Million

By Alibawa saire.

Totarian Waiswa, pdm Sacco chairperson nsinze..under arrest

Namutumba Ug.In a significant move to uphold accountability within the Parish Development Model (PDM) program, Namutumba District authorities have apprehended seven leaders from Nsinze Town Council, including their secretary, Totoriani Waiswa. The leaders are accused of embezzling over UGX 50 million meant for PDM beneficiaries, a scandal that has sparked outrage across the district.

The operation, led by Deputy Resident District Commissioner (DRDC) Mr. Waiswa Paul, unfolded on Thursday, culminating in the arrest of the suspects. Mr. Waiswa confirmed the arrest, emphasizing that these leaders had betrayed the trust placed in them to manage the PDM funds for community development. “This is an outright theft of public funds meant to uplift our communities. We will not tolerate any form of corruption,” the DRDC firmly stated.

PDM, a government initiative aimed at alleviating poverty at the grassroots by providing financial support to small-scale enterprises, has been a cornerstone of Uganda’s socio-economic development strategies. However, the misuse of these funds has increasingly come to light, with several local leaders being implicated in fraudulent schemes.

Mr. Waiswa also issued a stern warning to all PDM leaders across Namutumba district and Uganda at large, cautioning them against misappropriating government funds. “Let this be a lesson to everyone. PDM money is meant to benefit the people, not to line the pockets of a few individuals. Anyone found tampering with these funds will face the full force of the law,” he warned.

The theft of UGX 50 million is a significant blow to the Nsinze community, as the funds were intended to support various income-generating projects under PDM, said Mr Waiswa. Community members have expressed their disappointment and called for swift justice, with many hoping that the stolen funds will be recovered and redistributed to the rightful beneficiaries.

The suspects remain in custody at Namutumba Central Police Station as investigations continue. The district leadership, led by Mr. Waiswa, has reassured the public that all efforts will be made to ensure justice is served and to restore public confidence in the PDM initiative.

Bayer Leverkusen Makes History with Unbeaten Bundesliga Triumph

By Alibawa saire

Bayer Leverkusen has rewritten the history books in spectacular fashion, completing the first unbeaten Bundesliga season with a thrilling 2-1 victory over Augsburg on the final day of the campaign.

This triumph not only secured their Bundesliga dominance but also marked them as the first team in Europe’s top five men’s leagues to achieve an unbeaten season since Juventus in 2011-12, a feat that reverberates through football’s illustrious past.

Xabi Alonso’s champions, who sealed the title on April 14, showcased their formidable prowess with a commanding 2-0 lead at halftime courtesy of goals from Victor Boniface and Robert Andrich. Despite a spirited response from Augsburg, Leverkusen held their ground, clinching victory and capping off a historic season with an unbeaten record.

Leverkusen’s remarkable achievement extends beyond the Bundesliga, as they remain unbeaten in all competitions this season, extending their record-breaking unbeaten run to an astounding 51 matches.

The Bundesliga winners now turn their attention to further glory on the European and domestic fronts. With the Europa League final against Atalanta looming, followed by a clash with second-tier Kaiserslautern in the German Cup final, Alonso has issued a rallying cry to his squad, urging them to seize the opportunity to etch their names in football folklore once again.

Alonso, speaking at a press conference, expressed pride in his team’s extraordinary achievement, stating, “To reach 90 points is extremely strong. The record is 91, we just missed that, but to remain undefeated is extraordinary. This achievement is outstanding, not only in Germany but also in Europe.”

We will enjoy it and then recover tomorrow. It is an important day for the club, and it is totally deserved to become champions undefeated, unbelievable, so we will need some time to let that sink in,” Alonso remarked.

By Alibawa saire

In the wake of a devastating flood tragedy in Nairobi, Kenya, Speaker Anita Annet Among of the Parliament of Uganda has called for proactive measures to prevent and mitigate similar disasters in Uganda. The recent heavy rains in East Africa have led to catastrophic floods, resulting in the loss of over 100 lives and significant damage to property and infrastructure.

Speaker Among led Parliament in paying tribute to the victims of the Nairobi floods and expressed solidarity with the affected communities across the region. She emphasized the urgent need for preparedness and disaster management strategies to safeguard Ugandan citizens, especially those residing in flood-prone areas.

“Various parts in East Africa are witnessing devastating floods during the ongoing heavy rains,” remarked Speaker Among. “In Kenya, the rains have not only destroyed vast property and infrastructure but also claimed lives. I condole with my brothers and sisters in the region.”

The Speaker highlighted the current situation in Uganda, particularly in parts of Eastern Uganda such as Elgon and Teso sub-regions, where floods have already caused disruption to livelihoods and posed significant challenges to residents. She stressed the importance of proactive measures to address the immediate impact of floods and to build resilience for future disasters.

“There is a need for us to prepare for any disaster that is forthcoming,” Speaker Among emphasized. “We need to get prepared for that disaster and ensure that our people don’t suffer the same fate.”

The call for preparedness resonates as Uganda faces the dual challenges of seasonal rains and potential climate-related disasters. The Speaker’s advocacy for proactive disaster management aligns with international best practices and underscores the importance of early warning systems, infrastructure resilience, and community empowerment in mitigating the impact of natural calamities.

As Parliament deliberates on strategies to enhance disaster preparedness and response, Speaker Among’s leadership serves as a beacon of hope and proactive governance. The collaborative efforts of government agencies, local communities, and civil society will be crucial in implementing effective measures to protect lives, property, and livelihoods from the ravages of natural disasters in Uganda.

Petition Calls for Formalized Qadhis’ Courts in Uganda to Ensure Justice for Muslim Women**

By Alibawa saire

A significant step towards ensuring justice and equality within Uganda’s legal framework has been taken with the filing of a Constitutional petition advocating for the formalization of Qadhis’ courts. The Islamic Women’s Initiative for Justice, Law, and Peace, in collaboration with Mwanga Mastullah Ashah, has initiated this petition to address critical issues faced by Muslim women in the country.

At the heart of the petition is the implementation of formalized Qadhis’ courts, as mandated under Article 129(1)(d) of the Constitution of the Republic of Uganda. The petitioners argue that the delay in enacting the Administration of Muslim Personal Law Bill has grave implications for Muslim women, who currently experience challenges due to the lack of a regulated legal framework for Qadhis’ courts.

Presently, informal Qadhis’ courts operate without proper oversight or accountability, leading to concerns of gender discrimination, biased judgments, and limited access to justice, particularly for women who form the majority of litigants in these courts. The absence of a formalized structure leaves room for inconsistencies and injustices, undermining the rights and dignity of Muslim women seeking legal recourse.

The petitioners emphasize the urgent need for the formalization of Qadhis’ courts to ensure transparency, fairness, and adherence to legal standards. By establishing a clear legal framework, these courts can operate effectively, uphold the principles of justice, and protect the rights of all individuals, regardless of their religious affiliation.

Furthermore, the formalization of Qadhis’ courts would facilitate greater access to justice for Muslim women, empowering them to address legal issues related to marriage, divorce, inheritance, and other personal matters within a regulated and equitable judicial system.

The Constitutional petition serves as a catalyst for positive change, highlighting the imperative of addressing systemic challenges and promoting inclusive legal mechanisms that cater to the diverse needs of Uganda’s population. It underscores the importance of upholding constitutional mandates and ensuring equal protection under the law for all citizens, irrespective of their religious beliefs or background.

As the petition progresses through legal channels, stakeholders and policymakers are urged to prioritize the establishment of formalized Qadhis’ courts as a vital step towards enhancing legal justice and promoting gender equality within Uganda’s legal framework.
